Mr. Garcia has over 10 years experience in Civil Engineering in the public and private sectors. In the public sector, Mr. Garcia designed and inspected many water and waste water pipelines and pump stations. He managed the funding, design, and construction for multi-million dollar projects, including a $46 million grant for sanitary sewer overflows (SSO’s) under the American Recovery and Reinvestment Act of 2009. As a consultant in the private sector, he designed water and sewer systems, grading and drainage systems, and street and parking lot designs. He provided quality control and assurance for the renovation of the Robindale Waste Water Treatment Plant in Brownsville, inspecting structural concrete and coordinated with testing labs to ensure compliance with applicable testing standards. He has designed basins and performed forensic analysis for water treatment plants in McAllen, TX and Brownsville, TX. He holds a Bachelor of Science in Civil Engineering from Texas A&M University in College Station, TX.
